Consultant Contracts and Procurements

 

On this page, you will find information regarding the Municipal Research and Services Center (MRSC) Consultant Roster and current Requests for Proposals (RFP's), Requests for Qualifications (RFQ’s) and Calls For Bids (BID’s) issued by Port of Port Angeles from time to time for consulting work. To advertise for consulting work/procurements with an estimated value of $200,000 or greater, the Port of Port Angeles uses various regional newspapers, occasionally other appropriate publications, and may post the procurement to this website. For consulting work/procurements with an estimated value less then $200,000 the Port of Port Angeles may use various regional newspapers to advertise the procurement or select a qualified consultant from the MRSC Consultant Services Roster. Air Service Promotion and Marketing Consultant

The Port of Port Angeles is seeking a qualified consultant who will be responsible for a two-year program of marketing and promotion activities in Clallam County to improve the business results and secure the future of Kenmore Air Express.  These activities are detailed in the marketing plan of the Small Community Air Service Development Program.  Qualified consultants must have sales, communications and promotions experience and a Washington State Business License.  Experience working in the airline or tourism industries is a plus.  To view the complete RFQ, scope of work and application procedures, click on the links below .  Submittals must be turned into the Port Admin Office (338 West 1st St.) no later than 5pm on Friday, April 16th.

MRSC Consultant Service Roster

Municipal Research and Services Center (MRSC) Rosters is the new online shared Consultant Services Roster and Small Public Works Contractor Roster for local governments in Washington State, including the Port of Port Angeles, to search for eligible Consultant and Contractor service providers by service category.

The Port of Port Angeles will no longer maintain Consultant rosters separate from those provided by MRSC.

Operated by the not-for-profit Municipal Research & Services Center of Washington (MRSC), the MRSC Rosters is a fee-based service for all participants charged annually; however Consultants and Contractors do have a free option to register for individual Agency rosters.

Additional Information

MRSC Rosters includes a consultant roster which operates under the same statute as individual rosters chapter 39.80 RCW. Although MRSC Rosters is like an individual roster, see below for information specific to shared rosters and the types of consultants on MRSC Rosters.

How is the Shared Consultant Roster - MRSC Rosters different from an individual roster? Multiple agencies share the cost of maintaining the roster and there is a broader pool of consultants to search. MRSC Rosters include both personal service and professional service (architectural chapter 18.08 RCW, engineering and land surveying chapter 18.43 RCW, landscape architecture chapter 18.96 RCW) providers. Professional services are procured using the qualifications-based-selection (QBS) requirements in chapter 39.80 RCW. For personal services required in connection with a public works project that are not professional services (as defined in chapter 39.80 RCW), an agency may use the chapter 39.80 RCW QBS procedures or agency procedures for selection of personal service providers.

How is the MRSC Rosters used for professional services as for personal services? Professional services are procured using the qualifications-based-selection (QBS) requirements in chapter 39.80 RCW. For personal services required in connection with a public works project that are not professional services (as defined in chapter 39.80 RCW), an agency may use the chapter 39.80 RCW QBS procedures or agency procedures for selection of personal service providers.

Do I have to reapply for MRSC Rosters every year? No. A year from the date your company's account was verified, you will receive a renewal notice. At that time we will ask that you confirm that the information is still accurate and make payment if you choose to utilize the Enhanced Option for another year.

Where are the project jobs posted on MRSC Rosters? Just like any roster system, jobs are not posted; agencies directly contact consultants with requests for bids when they have a specific project. Consultants then respond to that agency. MRSC Rosters provides the system but does not have any participation in the bidding process.

How does the Port of Port Angeles determine which consultants to request bids from for a project? The Port of Port Angeles will review all of the consultant accounts per service category and specifically read through the uploaded Statement of Qualifications you post along with references and project summaries.

What format do I use for the Statement of Qualifications? There is no standard SOQ format, however it is suggested that it be an overview similar to marketing materials you would use to introduce your company. When an agency requests a proposal, then you submit a specific SOQ for that project.
